Securing sustainability – Exit strategies

The sustainability of achievements for ALF will mainly – but not only - rely on the survival of created Groups (for sharing skills, experience & projects). Recommendations in this extent – as well as some others – are detailed below:

Existing farmers groups (PFGs, RSPGs, VPAs) should be directed towards formalisation and registration of their groups through promotion, training (group dynamics, financial management, etc) and capacity building.

As the survival and development of RSPGs is vital for the sustainability of increases in rice yields, particular efforts should be made to support them in all domains (seed promotion & marketing, production management, etc)

The management of a common and adequate seed store will play a decisive role in the long term sustainability of RSPGs. They should be convinced of the necessity of this investment. Donors interested in co-financing these stores should be found and/or loans should be obtained from PRASAC

A similar approach should be adopted with PFGs and VPAs, leading them to elaborate group projects. Some equipment / machinery may be provided by ECOSORN, but there should be financial contributions from the members. If necessary, they should be assisted to get loans

Ways should be found to assist Animal banks (COLPOGs)  in operating correctly and resolving possible conflicts

Phasing-out / handing-over options in 2010 (CGR)

  1. Transfer of ownership to private sector:
    • Development of Micro- enterprises, self- employment and setting up of producers association.
    • Financial services operate as any normal service provider in the competitive market.
    • Information systems are attached to partner project until cost recovery is insured by the system itself. (MAO, CAMIP).
  1. Transfer of capacity to public sector and local stakeholders.
    • Local authorities mainstreamed more activities in the Commune Development Plans.
    • Local authorities have the capacity to look for additional resources: alternative funds from donors, NGOs etc. (initial proposals to be developed with ECOSORN support).
    • Additional technical skills and increased knowledge enable a more supportive environment for local initiatives (community and private initiatives).
  1. Setting up of operational links between various stakeholders:
