Community Action Plan/Village Action Plan

  • Strategy to ensure the maximum participation of the project’s stakeholder beneficiaries in the Overall Planning of the Project, in line with existing decentralized planning process.

VAP/CAP

  • Collect key information to validate and select IRDM Target villages.
  • Select activities consistent with ECOSORN purpose to adapt strategies and activities to real needs.

EXISTING PLANNING PROCESS :
COMMUNE/ SANGKAT

LIP: empowerment of communes, tool for greater impact and sustainability.

  1. Local Integration Platform committee = sub- committee of commune council
    • Commune councilors and village chiefs gain experience in planning, implementing, monitoring/ evaluating integrated development process (local development): multi- sector, multi- partners: public, private, NGOs, CBOs.
    • Receive both formal and on the job training
  2. Local authorities participate in the regular review of the project and the preparation of the phase out.
  3. The involvement of local authorities and communities results in greater ownership. This in turn creates ideal conditions for sustainability of selected activities in the target villages.

LIP

The Integration Process aims at facilitating the communication and coordination of many stakeholders (local authorities, Project Task Force, beneficiaries) and various levels (village, commune, district, province, nation). Local Integration Platforms are the conceptual meeting place of all stakeholders involve in the project at commune and village levels. This include local authorities (commune councils and village chiefs (etc.), contractors, ECOSORN staffs, and target beneficiaries (CBOs and villagers).

Note: EC implementation mode does not allow full participation and ownership:

  • Local authorities are not involved in financial and contract management or the procurement process.
  • Adjustments of activities during implementation are limited to the contracts terms.
  • The achievements of VAP/CAP are assessed with the community at village/commune levels before the end of the project.
